The man was surfing not far from The Ruins when he struck the rocks.
The Marine Rescue tower in Forster was called at about 4pm by the Sydney Water Police who requested that crews dispatch a rescue boat to the area.
Marine Rescue radio controller Bryan Adair said the request was soon cancelled following reports that someone was able to rescue the man who had suffered a broken leg.
The man was taken to Manning Base Hospital shortly after.
