The site, along with a number of camping areas and free camps in Wingham and Gloucester, was closed during 2020 as part of State government COVID-19 restrictions.
An application to reopen the 2.14ha free camping ground identified it had been operating without council consent.
The site, which can accommodate up to 15 campers, has been operating since the town was bypassed in 2013.

But the decision by MidCoast Council at its March monthly ordinary meeting was not without debate on whether to approve a development application (DA).
Before giving her approval Cr Karen Hutchison sought to defer the matter for discussion at a council workshop.
"We have to get it right; there are too many unanswered questions," she said.
Cr Brad Christensen also favoured a workshop.
"There are about 500 sites in the council area, a workshop would get us on the same page," he said.
However Cr Len Roberts disagreed, saying the plan should go ahead and deputy mayor, Claire Pontin added that there was "a crying need for RV camping".
Liveable communities director, Paul De Szell told the meeting by approving the Bulahdelah camping area, council would not be setting a benchmark for other free camp sites.
Each would be assessed on its merits, on an individual basis, he said.
Located on the Pacific Highway and fronting the Myall River, the Crown land, council managed site has covered seating areas, parking, a boat launching ramp and public jetty/pontoon.
Camp users are required to be self-sufficient in relation to water supply, power and waste management.
The development does not propose any facilities such as camp kitchens or laundries.
Councillors were later unanimous in their decision to approve the DA.
