The teenager was being towed behind a boat on a biscuit when it collided with trees.
He was treated at the scene by NSW Ambulance paramedics before being airlifted to John Hunter Hospital, Newcastle by the Westpac Rescue Helicopter critical care medical team.
He was in a stable condition.
