This follows the semi-finals and finals decided at Club Taree.
Matt, 17, defeated Jacob Nash, 16, from Taree in a closely fought final 3 frames to 2 - 58-49, 38-50, 34-59, 43-42, 63-37.
Manning Snooker president Barry Carlaw described the final as a 'gripping affair.'
"Fortunes fluctuated throughout the match and the result could have gone either way,'' he said.
Three of the five games were decided on the black ball.
Matt had breaks of 18, 22 and 22 while Jacob's best breaks were 18 and 25.
Earlier in the semi-final Matt defeated a gallant Will Border, 12, from Wingham 3 frames to 0.
"The game was closer than the scores suggest,'' Barry said.
Jacob accounted for 11-year-old Daniel Yan from Wingham 3 frames to 1 in the other semi. Daniel is showing great potential.
Meanwhile in the grand final of the association's teams' event at Wingham Services Club, Taree Devils defeated Club Forster 3 matches to 2 in a tight encounter.
