Council proposed more than 25 new apprenticeships and traineeship positions would be offered between 2020 and 2021.
Traditional trade apprenticeships - such as electrical, plumbing, automotive, horticulture and civil construction - will be in the mix, while raineeships will cover water operations, laboratory skills, community services and customer engagement.
Surveying and civil construction design traineeships will have links to university pathways.
MidCoast Council general manager, Adrian Panuccio said the strategy opened up more opportunities for people to work in local government.
"Many people don't realise the broad range of career opportunities that local government can offer," he said.
"The development and implementation of council's employment-based training strategy is really exciting for us and for prospective new employees.
"We are committed to attracting and retaining apprentices, trainees and graduates into our organisation and we're pleased to be able to offer such a great range of opportunities for people in the area."

Council also plans to increase opportunities for student work placement and pre-apprenticeship recruitment initiatives to support youth, the disadvantaged and the broader community.
As positions become available later this year, council will advertise through its website and employment websites.
Those seeking a career in engineering are encouraged to consider local government as an option following or during university.
In 2019, council welcomed two university graduates and two university students into its graduates program.
Council graduates enter a three year program and are rotated across multiple departments to gain a wide range of experiences.
More information about the graduates program, local government careers and job opportunities on offer will be available at MidCoast Council exhibits at the Lower North Coast Careers Expo on Friday, August 2 at Chatham High School and the Taree Careers and Trades Day at Taree PCYC on Saturday, September 28.
Those interested can keep up-to-date with current job opportunities at MidCoast Council by subscribing to the careers page on council's website.
