Savas Avan, 49, is charged with posting 38 dangerous articles to foreign diplomatic offices in Melbourne, Sydney and Canberra in January.
The arrival of the suspicious packages triggered a string of closures and evacuations at the offices.
Emergency workers wearing chemical suits were seen entering some of the buildings.
Avan, who was arrested at his Shepparton home shortly after the drama, made a brief appearance in Melbourne Magistrates Court on Thursday.
No application for bail was made and magistrate Donna Bakos adjourned the matter to Shepparton Magistrates Court on July 16 at the request of Avan's lawyer.
Court documents outline a single charge alleging Avan allowed the 38 packages to be carried by Australia Post, that each contained "a quantity of asbestos" and he was "reckless as to the danger of serious harm".
