With speculation rife in the community about his stance on the issue, Mr Bromhead said he does not support the decision made in 2017.
"I absolutely support MidCoast Council but I don't support the move to Masters," Mr Bromhead said.
"I never have and never will, but it's a decision that was made by 11 democratically elected councillors."
Mr Bromhead compared it to the destination brand name Barrington Coast, another contentious decision he doesn't support.
However, Mr Bromhead reiterated his inability to have any input on council matters.
"I can work with them, support them, get funding for them for all sorts of projects but I can't tell them what to do," he said.
"If I could tell them what to do, we wouldn't be called Barrington Coast.
"It's the same as Masters, they (councillors) voted for it."
He wasn't supportive of the centralisation of the merged council.
"I don't think we should be centralising in this day and age," Mr Bromhead said.
"All staff under one roof, and it doesn't fit all the staff anyway, I think there is better options."
Mr Bromhead suggested other uses for the site.
"I think it could either be sold, divided up and leased, or it could be converted into a community indoor sporting space."
Mr Bromhead retained the seat at last Saturday's State election.

At the February 6 ordinary meeting of council, councillors voted to commission a new cost benefit analysis to assess the latest costs and benefits of the purchase and fit-out of the site. The findings are expected to be presented to council next month.
