The executive officer of the Mid North Coast Rugby Zone, Bruce Worboys, has stated no action will be taken because he had not received a report on the send-offs within the specified 48 hours.
Mr Worboys said: "The referees failed to submit their reports within the time frame required, so no action can be taken by the judiciary.
"We have sent out some stern messages today," he said.
"Hopefully, they will get through."
With three of the Dolphins and one Ratz player ordered off Peter Barclay Field for fighting midway through the second half, Manning River eventually ran out winners of a gruelling game, one try all and 10-7.
Kieran Burley will now continue as captain of the Ratz against the Old Bar Clams in a home game tomorrow, Saturday, May 1 while the Wallamba Bulls play Wauchope Thunder at Nabiac with the Dolphins having the bye in the five-club men's competition.
The three Dolphins players sent from the field by referee Michal Wooster were flankers Steven Stanton and Troy Haines and hooker Sioni Muna, now all clear to play on Saturday week.
