The on-site Land and Environment Court (LEC) inquiry is between MidCoast Council and developer, Ingenia Communities.
The lifestyle communities group has brought its case before the court after council last July rejected an application to develop an over 55s lifestyle resort.
Pacific Palms Community Association spokesperson, Scott Pearse said the community continued to object to the site being transformed into a housing development.

"A caravan park should remain a caravan park," Mr Pearse said.
Developers such as Ingenia are buying caravan parks up and down the East Coast and installing over-55s villages with little thought to the impact on the existing community or the loss of an iconic part of the Australia experience - the family caravan holiday.
Mr Pearse said there was a need to stop developers using a loophole in legislation which enables them to turn caravan parks into housing establishments.
He said the mediation process would begin at 10.30am, with six speakers presenting their case to the commissioner.
