The project is to prevent erosion of the access and protect the dune.
The site will be closed to the public for three days while initial work is undertaken.
However, other access points to the beach will remain open.
The second stage of the works will follow in April, with normal pedestrian access interrupted at times.
The existing structural elements are aged and worn, and a nearby stormwater outlet, together with wave action, frequently erodes the access.
"We're installing a new concrete path from the car park, and constructing a new beach access which will wrap to the north away from the existing stormwater outlet," MidCoast Council coastal management co-ordinator, Andrew Staniland said.
New dune planting will be included as part of the works to ensure formal beach access paths protects beaches and natural dunes and prevents excessive erosion.
The works are being funded jointly by the NSW Department of Planning, Industry and Environment and MidCoast Council.
