Trafford won the decider 3-0, securing his first major victory in the process and dashing Collins' hopes of making it back-to-back wins in the two-day tournament,
"John played well all weekend," spokesman for the organisers, Simon Magin said.
Trafford defeated Ben Jones in the semi-final with Collins accounting for Ron Vidler in the other semi.
A full field of 32 contested the event. Mr Magin conceded the opening day went longer than anticipated and organisers will look at this when planning starts for the 2020 event.
As was the case last year, the tournament was restricted to players from the Manning Snooker Association area and all clubs were represented.
Mr Magin said this will again be the format in 2020.
"It's popular with players and our sponsors," he said.
