Library volunteers will also benefit under the changes by having their inter-library loan fee waived.
Council was told at its June monthly meeting that both of these programs would have a budgetary cap of $500 and $200, respectively.
In a report to council, libraries manager Chris Jones said the library had identified providing support to HSC students as part of a formal program.
“In the past this has involved holding specific HSC evenings,” the report said.
“There is limited scope to provide any further program support, and consultation with HSC students has indicated that equitable access to library resources would be the most beneficial support to provide.
“It is proposed to provide free photocopying to support to HSC students, with access to this program being exclusive to those currently studying the HSC.
“In combination with this, it is also proposed to waive the fee for items sourced for HSC study, through the Inter-Library Loan (ILL) program.
“In addition to this, it is proposed to waive the ILL fee for library volunteers, on up to three occasions per individual each year.
“This will be done to reward and recognise volunteers.”
The report concluded that both these programs will be assessed over a 12-month period for both cost and effectiveness.
