This information was provided to council following a community consultation process in late 2016.
Council is seeking feedback on the agreement before Tuesday, July 25.
"In commenting on a proposed rezoning, the community has made it clear that public access should be provided behind the beach and that the vegetation along the foreshore should be protected,” council strategic planning manager, Roger Busby said.
“Council has responded to this request by preparing a planning agreement to ensure that a footpath is provided along the front of the rezoning site,” Mr Busby said.
"We will also prepare a strategy that aims to provide a public link along the coastline of North Diamond Beach.
"The submissions received overwhelmingly asked for public access to this land, so the strategy will be developed to ensure a coordinated approach for coastal access.
“Following the completion of the strategy, the landowner will dedicate land to council and a public pathway will be constructed in front of Seashells Beachfront Resort.”
The proposed planning agreement is on exhibition from Wednesday, June 28 until Tuesday, July and can be viewed on council's website Have your say page, or at council's Taree and Forster offices, and the Taree and Hallidays Point libraries during opening hours.
Submissions can be made online or via email to council@midcoast.nsw.gov.au.
Postal submissions are also accepted.
