The 15-year-old had a difficult entry into the final straight of the race, which set up the tight finish.
He finished just 0.024 of a second ahead of Western Australia’s Corey Taylor to take the title in a time of 39.089.
Queensland junior standout Kai Angel crossed the line just half a second later to finish in third.

Greg was ecstatic with his son’s achievement.
“He has done really well,” Greg said.
BMX Australia CEO Martin Shaw said young competitors such as Oliver used the event as preparation for international competition.
“The 2017 BMX Australia National Championships were one of the best received events in recent history for our sport.
“We had close to 1800 riders from 94 clubs nationwide participate, including four of our Olympians.
“For many of our riders, this was an opportunity to qualify for the 2017 BMX World Championships.
“It was pleasing to see our members take to the track in a competitive way, while also exemplifying impeccable sportsmanship.
“We're already looking forward to the 2018 event,” Mr Shaw said.
Oliver also took out the 15 boys Grand Challenge competition, ahead of Corey Taylor and Aston Wypych-Coles.
He is now set to compete at the BMX World Championships in South Carolina, USA in July.
Greg said the youngster is taking every opportunity to travel the world and experience international competition.
“He is certainly getting around the world a bit,” Greg said.
If he qualifies for the 2018 BMX World Championships, Oliver will travel to Baku, Azerbaijan for the first time.
Just last month, Oliver claimed the 15 boys final at the BMX NSW State Series event in Taree.
He also placed fourth in the men’s superclass event, just behind national and international competitors Andrew Hughes, Alex Cameron and Cody Fox.
This series continues in Lake Macquarie on May 28.
