Council has requested payment of $798 for such works, and to 'rub salt into the wound', you refer to them as 'DEBTORS' implying they instigated such works and are liable for this cost.
Please explain what law, by-law, statute, legislation or other authority obligates my parents (and other residents) to pay this so called 'debt' incurred for a public facility which would usually be covered in their annual rates?
I await your prompt response and explanation.
