The Bureau of Meteorology says a low pressure system is deepening in the Coral Sea with an associated rain band expected to extend over the north-east of the state.
Rain is expected to get heavier over the southern parts of the Mid North Coast this afternoon and extend to the north during the night.
It is expected to be steady rain falling with intermittent heavy bursts.
There is a possibility of localised flash flooding.
A dangerous surf warning has also been issued until Friday from Sydney to the Queensland border.
Locals and visitors are encouraged to reconsider their coastal activities.
The Bureau advises that an easterly swell is expected to reach 3.5 metres in some areas of NSW with a swell period of up to 11 seconds.
Conditions are expected to peak tomorrow and Thursday and will begin to ease on Friday.
Surf Life Saving NSW is encouraging people to avoid rock fishing and water activities on exposed beaches and rock shelves and swimming at unpatrolled beaches.
